The market reaction was immediate: bitcoin jumped more than 5% within hours of the meeting, then broke through the psychologically important $72,000 level the following day. By the end of the week, bitcoin and ether had both gained between 24% and 28%, while altcoins including XRP, Hyperliquid's HYPE token, Zcash and Chainlink posted even sharper gains of 30–40%. Analysts note the rally's breadth — rather than gains concentrated in one or two tokens — as a sign of genuine, sector-wide risk appetite rather than isolated speculation. The rally was further reinforced by the U.S. Treasury's expanded bond buyback program, which some strategists point to as a parallel liquidity driver.

Institutional Money Returns: ETFs Post Strongest Week Since October

The price surge has been matched by a wave of institutional capital flowing back into regulated investment products. U.S. spot bitcoin ETFs pulled in $1.9 billion in net inflows over the week, while spot ether ETFs added $697.2 million — a combined $2.6 billion, the strongest showing for both fund categories since October 2025. The rebound reversed a $392 million net outflow recorded just a week earlier, a swing of roughly $3 billion.

Trading activity told a similar story: combined ETF volume more than tripled to $29 billion, with bitcoin funds alone seeing volume climb from $6.9 billion to $22.1 billion. BlackRock's IBIT led the charge, drawing $503 million in a single day. Cumulative inflows since the bitcoin ETFs launched now stand at $53.7 billion, with assets under management jumping to $96.1 billion. Despite the strong week, both fund categories remain net negative for 2026 overall — bitcoin ETFs are still down roughly $2.9 billion year-to-date — underscoring that this rebound, while significant, has not yet erased a difficult year for crypto investment products.

What It Means for the Market

Together, the two developments paint a picture of a market pivoting on regulatory sentiment as much as price action. Renewed institutional demand through ETFs suggests professional investors are treating the prospect of the Clarity Act's passage as a credible turning point rather than a fleeting headline. Still, the legislation's path through Congress remains uncertain, and analysts caution that bitcoin's rapid climb has pushed several technical indicators into overbought territory, raising the risk of a near-term pullback. For now, though, the combination of political momentum and returning institutional capital has given the market its clearest bullish signal in months.
